Oasis Consulting Services consultants have been privileged to work with the States of Ohio, Idaho and Nevada on different aspects of their Certified Public Manager Programs, from concept to project evaluation.
OHIO: Oasis Associate Consultant, Caryl Rice, the former Director of Training and Organizational Development for the State of Ohio, was instrumental in initiating, developing, and gaining support for the Ohio Certified Public Manager Program (OCPM). Ohio's program is a two-year program where, in addition to coursework, participants attend an assessment center, complete two workplace projects and a comprehensive examination during their candidacy. She currently functions as a consultant for this program and, as such, influenced the way project management is taught. The content of seven courses is now linked to the completion of projects that are required by the program for graduation and certification. She helped redefine the course sequence and project process and also collaborated on the development of guidelines for project advisors. Caryl also facilitates several courses for the OCPM and serves as a project advisor working with participants over the course of their projects. She coaches them to come up with measurable outcomes for their projects, guides them to consider who needs to be included in the process and provides feedback on their project reports.
IDAHO: We were invited to design and lead a session on Organizational Transformation for the Idaho Certified Public Managers' Program. Idaho also desired a 360° feedback instrument as part of this program to provide confidential feedback for the participants on their leadership and management practices. Oasis consultants designed curriculum specifically to meet participants' needs and issues around transformational change and also designed a feedback instrument based on the competencies Idaho had defined for public managers. This session continues to be highly rated by participants.
NEVADA: The State of Nevada invited us to assist them as they were getting their first Certified Public Managers' Program off the ground. As part of this initiative we consulted with them about curriculum design and customized and delivered programs in almost all of the levels of their Program. For example, in Level One we customized a session on management with a focus on managing in the public sector; in Levels Two and Three we designed and delivered sessions on leadership, change, strategic thinking and decision-making and creative problem-solving; in Level Four we focus on strategic planning and project management, linking project management to their workplace projects. In addition, we customized a 360° feedback instrument specifically to represent a framework of managerial effectiveness. Participants receive confidential feedback from their colleagues, employees, customers and/or supervisors on such areas as leadership, communication, motivating and developing people, getting results, innovation and change, collaboration, managing performance, and problem solving and decision making. We are also assisting Nevada with project assessment and evaluation.
