New York State Governor's Office of Employee Relations In a visionary view that recognized government was entering an era of dramatic, unprecedented, counterculture change, the New York State Governor's Office of Employee Relations (GOER) desired a comprehensive, statewide, government-specific library of programs that would enable all state agencies to achieve their employee development and organizational development goals, including TQM implementation.
Dr. Brown led the extensive research and development of actual case studies from government agencies to create Profiles in Government Leadership , a series of broadcast-quality video based programs that portray the critical issues, constraints, trade-offs and cultural characteristics that influence decisions about improving performance in the public sector. The twelve programs can be used as stand alone courses to advance individual development, or can be used as part of an organizational development initiative and linked to strategic organizational goals. Thousands of state employees at all levels and from multiple agencies have completed a Profiles seminar, many as part of an agency-wide organizational change effort.
