Naval Surface Warfare Center, Dahlgren Division
To be proactive in preparing for the future, the Naval Surface Warfare Center, Dahlgren Division (NSWCDD), invested in a Workforce Development Reengineering initiative to provide an integrated family of learning experiences that would span an employee's entire career. NSWCDD designed a comprehensive learning system intended to accelerate the development of technical, leadership and business competencies throughout the career span of an employee, providing the capacity for individuals to excel in their chosen career focus area and for the organization to excel in achieving its mission and vision. We were selected to develop and deliver a one-week residential leadership program designed to address the unique leadership issues facing senior leaders, in line management, program management and technical leadership positions. The program was to address leadership competencies consistent with those identified in the Leadership Expectations Model developed by NSWCDD. Another chief objective was to influence how the participants viewed their roles and responsibilities in the implementation of the strategic plan and the development of a performance development culture throughout the Division. To design this program a great deal of research was conducted, resulting in a program focused specifically on the culture and needs of NSWCDD. Dr. Brown designed a 360° survey instrument, addressing the competencies identified in the NSWCDD Leadership Expectations Model, that provides feedback to participants and helps them chart a course for their future. Through projects that are implemented as part of the program, participants have an opportunity to get involved and influence outcomes on issues of agency-wide importance. We were subsequently invited to develop a program for new hires focusing on communication and teamwork, Foundation Skills for Professional Development , a program for those new to supervision, and a Mid-level Leader's Program. |
